 2:00 p.m. – 3:00 p.m.           Assessing “Medicare for All” and Related Reforms: Susan Dentzer, Sr. Policy Fellow, Duke-Margolis Center for Health Policy: With the 2020 national elections approaching, Democratic candidates are proposing a range of health reforms aimed at providing universal health insurance coverage. Some would build on and extend the reforms inherent in the Affordable Care Act; others would go further to create a single-payor system and abolish private health insurance. There are also a variety of competing reforms in between. In her presentation, Dentzer will describe the origins of “Medicare for All” in longstanding calls for national health insurance; delineate the specific “Medicare for All” and related proposals; discuss the implications for hospitals, health systems, insurers, and individuals; and weigh the political prospects of all of these reforms. She will also provide an update on Trump-administration initiatives and on Affordable Care Act litigation that could affect the political and health reform landscapes.

3:15 p.m. – 4:30 p.m.           Improving Outcomes and Reducing Costs for Patients with Complex Health and Social Needs: Carter Wilson, Associate Director, National Center for Complex Health and Social Needs. Patients with complex health and social needs make up a small portion of our population that drive a disproportionate amount of cost by cycling through various systems without deriving any lasting benefit. The Camden Coalition of Healthcare Providers is working to identify strategies, both home-grown and through a national network of provider organizations, that improve care and reduce costs for this heterogeneous population. This session will explore the current state of complex care and opportunities for organizations to join this growing field.

9:00 a.m. – 10:00 a.m.         Hospitals Can Mitigate Risk Through CMS's Pathways to Success and a Collaborative ACO; Tim Gronniger, President, Caravan Health, The Centers for Medicare & Medicaid Services (CMS) recently released the final rule for the 2019 Medicare Shared Savings Program. This session will describe how CMS is continuing to push risk to providers and how hospitals can reduce the risk of the new Medicare Accountable Care Organizations (ACOs) by 75 percent. With policy changes finally locked down, it’s time for hospital leaders to make a plan. The session will highlight the financial benefits of value-based strategies and identify steps hospitals can take now to profitably participate in risk-based payment models such as ACOs.

10:15 a.m. – 11:15 a.m.      The Loyalty Switch, James Kane, Behavioral Scientist and Consultant, in this fascinating and highly-entertaining presentation, Kane will take participants on a journey into the human brain and will explain the science behind true loyalty and human relationships. Building on more than 40 years of research on the subject, Kane will make the case that human beings have a fundamental need to be loyal and actively seek out the specific clues from others that tell them when they can and should be. When an organization, as well as an individual, is able to understand and demonstrate those loyalty-building behaviors, they can develop relationships that will last a lifetime and result in unwavering and unlimited support.

Dr. John Heaton is the president of clinical and system operations at LCMC Health. Managing a variety of clinical and operational areas, he provides his considerable medical expertise and operational experience to such departments as human resources, facilities, quality, case management and population health. Dr. Heaton is also the chief medical officer for the system, a role he began prior to being named president of clinical and system operations. A tireless advocate for patient safety and quality care, he works diligently to maintain a healthcare delivery system focused on quality, safety and service excellence. Dr. Heaton continues to play a central role in the success of Children’s Hospital and the enhancement of LCMC Health’s pediatric services, a role he began in 2000 when he joined Children’s Hospital as director of anesthesiology. He subsequently held the positions of associate medical director for patient safety and senior vice president/chief medical officer at the hospital before moving into his current systemwide leadership role.

Sabrina Heltz, ASA, MAAA, is the chief operating officer for Ochsner Health Network (OHN). She is responsible for the strategic planning and execution of analytics, network operations, care continuum management and commercial business development initiatives. She joined OHN after a 31-year career at Blue Cross Blue Shield of Louisiana, where she last served as senior vice president of medical economics and chief analytics officer. She provides internal and external leadership critical to developing and implementing strategies that will reduce cost and improve healthcare quality in Louisiana, with a focus on payment and delivery system transformation and healthcare-related analytics.

 

Christopher Karam, FACHE, serves as senior vice president of group operations for CHRISTUS Health Louisiana and Southeast Texas, as well as president and chief executive officer of CHRISTUS St. Frances Cabrini Health System. As senior vice president, Karam has oversight of all of the system’s ministries in Louisiana and Southeast Texas, including CHRISTUS St. Frances Cabrini Health System, CHRISTUS Shreveport-Bossier Health System, CHRISTUS Ochsner Health Southwestern Louisiana and CHRISTUS Southeast Texas Health System. He came back to Louisiana after serving as president and CEO of CHRISTUS St. Michael Health System for the past 15 years. During his time with St. Michael, the hospital earned numerous accolades and awards, including U.S. News & World Report naming it “Best Hospital in Texas” in 2016 and 2017. It was also named one of the “Best Places to Work in Healthcare” by Modern Healthcare five times, one of the “100 Best Places to Work in Healthcare” by Becker’s Hospital Review and in the top 15 percent in the nation for outstanding patient experience in 2017 and 2018 by HealthGrades. In total, Karam has more than 30 years of leadership in Catholic Healthcare Ministry, having held a variety of clinical, operational and management positions in acute and rehabilitation hospitals across the country.

Dr. Richard Vath serves as president and CEO of the Franciscan Missionaries of Our Lady Health System, bringing years of experience with the ministry and a deep knowledge of Catholic healthcare. Dr. Vath joined the organization in 2006 following two decades of private practice in pulmonology. He has served in a variety of roles, including chief medical officer at Our Lady of the Lake Regional Medical Center in Baton Rouge prior to joining the Health System as its chief transformation officer. He graduated from Louisiana State University School of Medicine in New Orleans and completed his Internal Medicine Residency and his Pulmonary/Critical Care Fellowship at the University of Alabama, Birmingham.   

 
General Session Faculty

Susan Dentzer is a senior policy fellow at the Duke-Margolis Center for Health Policy, the Washington, DC-based arm of Duke University that focuses on health system transformation and other key health policy issues. She is one of the nation’s most respected health and health policy thought leaders and is a frequent speaker and commentator on television and radio. She is an author of commentaries and analyses in publications such as Modern Healthcare and the New England Journal of Medicine. Dentzer is also the editor and lead author of the book “Health Care Without Walls: A Roadmap for Reinventing U.S. Health Care.” She previously served as senior policy adviser to the Robert Wood Johnson Foundation and was the editor-in-chief of Health Affairs, a policy journal. From 1998 to 2008, she was the on-air health correspondent for the PBS “NewsHour.” She also wrote and hosted the 2015 PBS documentary, “Reinventing American Healthcare,” focusing on the innovations pioneered by the Geisinger Health System and spread to health systems across the nation. 

Tim Gronniger serves as the president of Caravan Health. He is the former chief of staff and director of delivery system reform at the Centers for Medicare & Medicaid Services, where he led the agency’s work on drug spending issues, significant elements of the agency’s implementation of the new physician payment system created by the Medicare Access and CHIP Reauthorization Act of 2015, creation of new payment models, and other topics. He was previously a senior adviser for healthcare policy at the White House Domestic Policy Council (DPC), where he was responsible for coordinating administration activities in healthcare delivery system reform. Before joining DPC, he was a senior professional staff member for Ranking Member Henry Waxman at the House Committee on Energy and Commerce, responsible for drafting and collaborating to develop elements of the Affordable Care Act. Gronniger began his career in Washington at the Congressional Budget Office, where he led analysis of major budget legislation affecting Medicare, Medicaid and other federal programs. He earned master’s degrees in public policy and health services administration from the University of Michigan and a bachelor’s degree in Biochemical Sciences from Harvard University.

James Kane is considered the leading researcher and authority on what makes someone truly loyal to another person, to an organization or to a cause. As a behavioral scientist and consultant who has helped some of the largest and most well-known organizations in the world, including Apple, Amazon, Zappos, the Cleveland Clinic, Marriott International and Major League Baseball, build nearly unbreakable relationships with not only their clients and customers, but also with members, fans, volunteers, vendors, sponsors and employees. Kane reveals the science behind the real human emotion called loyalty, and what anyone can do to receive its benefits. The author of two upcoming books, “The Loyalty Switch” and “Virtually Loyal,” Kane has worked with every major industry, while advising and training organizations around the world ranging from Global 1000 giants to small, regional companies. As one of the most quoted and profiled authorities on loyalty in the traditional mainstream media, he has been profiled in The New York Times, The Wall Street Journal, Business Week, the BBC, and numerous other global and industry publications. He has taught at both Harvard and Penn State University and is a frequent guest on CNN, CNBC and FOX Business, which credits him as being “one of the best experts in the business.”

Julio Melara is president and CEO of Louisiana Business Inc., a multi-media publishing company that publishes several magazines and digital products including 225 Magazine, Baton Rouge Business Report, InRegister Magazine, Daily Report and 1012 Industry Report. He is passionate about helping people and organizations seize their full potential. He is the founder and CEO of Business Report’s Executive Leadership Academy, an exclusive program for rising executives and small business owners. Carter Wilson is the associate director for the National Center for Complex Health and Social Needs. He joined the Camden Coalition of Healthcare Providers in 2013 and currently leads the National Center’s core team to coalesce the emerging field of complex care alongside thought leaders, innovators and partners nationwide with the goal of improving care for our country’s most vulnerable populations. Previously, as associate director for clinical redesign initiatives, he oversaw operations and directed quality improvement activities for the nationally-recognized Camden City Medicaid Accountable Care Organization. In this capacity, Wilson worked with Camden-area health systems, payors and primary care community to pilot and scale interventions serving medically- and socially-complex patients. Before coming to the Camden Coalition of Healthcare Providers, he worked for the U.S. House of Representatives Foreign Affairs Subcommittee on Africa, Global Health, and Human Rights. He received a Bachelor of Economics from Old Dominion University, a Master of Commerce and Economics from the University of New South Wales, and a Graduate Certificate in Applied Statistics from the Pennsylvania State University.
